We have oil communism. This encourages over-utilization because profits are privatized and costs (depletion of the long term value of the oil field) is socialized. To "balance" that out we get regulations forcing us to "economize" energy, to throttle exploitation politically, when actual private ownership of the resource and profit maximizing behavior on the part of the owners (rational exploitation of the resource, rather than "fast as possible" exploitation) would do that naturally. We don't know if gas prices would be higher or lower as a result.
